    Hill Holliday was named media agency of record for Supercuts, following a review that consisted of five agencies. The assignment entails media strategy, planning and buying across all channels. Spark Communications, a division of Starcom, previously handled the account.

    Best Buy consolidated its media buying and planning account, valued at $300 million, with Starcom. Crispin Porter + Bogusky previously handled media planning duties while Starcom already handled media buying chores.

    Darden Restaurants, which includes Red Lobster, Olive Garden and LongHorn Steakhouse brands, tapped Starcom as its media agency. The account is estimated at $300 million.

    Margaritas Mexican Restaurant, Portsmouth, N.H., awarded Nail Communications its advertising account, valued in the low seven-figures. The account was previously handled in-house and by local firms on a project basis.

    Philadelphia Financial selected LevLane as its first advertising and public relations agency of record. A budget of under $1 million will go to b2b print and digital advertising, collateral, events, Web site design and public relations. First work, targeting private bankers, wealth managers and private placement insurance brokers, will break in November.
