Retail Bargains Rise As Sales Dip

Retailers are offering big post-holiday discounts this year. Holiday sales will rise 3.8%, compared with a 5.2% advance last year, according to the Washington-based National Retail Federation. Sagging home prices and 8.6% unemployment continue to weigh on U.S. consumers, meaning a tepid Christmas, per Chris Christopher, an IHS Global Insight economist. “It’s not going to be a gangbusters Christmas,” he said.
