How do these same employers block Facebook on their employee's personal cell phones on "company time"?

If you block your employees from social channels you are effectively declaring yourself a non-social organization, missing the opportunity to have a huge advocate base among your employees, and as Doug clearly points out in his comment... they will be using the channel via their smart phones regardless.

Social is transitioning from simply a marketing tool, to an integral part of the business environment allowing everything from business prospecting, vendor vetting and management, internal communications and relationship building, and employee advocacy. Block it and you put yourself out of the game.
