STEVEN TANN, an old hand in TV development, has been named senior vice president for creative affairs at New Line Television. Under his watch will be the development of new programs, including
"The Twilight Zone," which New Line is producing in concert with Trilogy Entertainment. Tann will work out of the company's international headquarters in L.A.
