OTOi, a digital-marketing services company, has hired Cindy Starr as vice president, Marketing Services. Starr will head up the team overseeing the agency's search marketing, CRM, online media and
measurement divisions. Most recently, Starr was responsible for leading The Home Depot team and developing Web strategy for AARP as vice president, marketing at Digitas.
