Online video exchange LiveRail today announced that Yoav Arnstein has joined LiveRail as GM, EMEA and will work from the company's new London office. Arnstein said that his main focus will be bringing new publishers on board and promoting LiveRail's solution across Europe. "Programmatic buying is starting to grow massively," said Arnstein. HStreaming, a real-time data analytics provider, today announced a real-time bidding platform for mobile. The platform is powered by the company's Hadoop technology. "The platform has two perks," HStreaming CEO Jana Uhlig said. "It has real-time bidding capabilities and it's a real-time analytics provider." Uhlig also says that the technology is able to answer many questions surrounding the "missing cookie" in mobile. According to an earlier release, the analytics technology can track phones, behavior, target audiences, and can geo-target. Sales-side platform PubMatic this week announced the appointment of Rob Jonas as VP and managing director for EMEA and APAC. In his new role, Jonas will be responsible for the continued expansion of PubMatic's Strategic Selling Platform. According to Kirk McDonald, president, PubMatic, Jonas' short-term focus will be to double efforts in places where PubMatic already has a presence, such as Germany and France. It's not set in stone, but McDonald said that Singapore could also become a place of interest. Last week, video ad platform Virool raised $6.62 million in seed money from investors such as Thomvest Ventures, Draper Fisher Jurvetson, Yuri Milner, Menlo Ventures, and others. The company uses its own RTB exchange to place video ads. Virool had the luxury of being able to choose its own investors. Alex Debelov, the company's co-founder, said the company simply had to answer, "Who would be the best partners for us?"
