With the remote-access app, subscribers can watch live and recorded TV programming on their mobile device. They can also use the device as a TV remote control. The move by Dish, the nation's No. 2 satellite-TV provider, comes as pay-TV providers are looking for ways to stem subscriber losses. Pay-TV providers lost 119,000 video subscribers in the third quarter, compared with a gain of 346,000 a year ago, according to SNL Kagan.
