Behavioral marketing services provider Tacoda Systems said it opened a San Francisco office. Tacoda named Bill Matthews, vice president, Western region, publisher sales, to head the office. Matthews,
who had been president of I/Pro, an online traffic-auditing company, will report to Charles Smith, vice president, U.S. publisher sales.
