An update to the 1986 Electronic Communications Privacy Act stalled in the last congress in November, but Senator Patrick Leahy, the bill's author, is expected to announce on Wednesday that it is
his top technology legislation priority for the incoming congress. The rewrite to the ECPA would require government agencies to obtain a search warrant in order to access email messages more than 180
days old. Leahy might also renew his push for legislation that would make it a crime for a company to hide a data breach from its customers.
