The Center for Digital Democracy (CDD) has filed a complaint with the Federal Trade Commission (FTC) saying that 30 technology companies including ExactTarget and Acxiom, are not
following an agreed upon privacy
Safe Harbor in Europe. Under the terms of the Safe Harbor, tech companies are supposed to provide clear notice of their data collection and data use
practices, along with the ability to opt out, in order to operate in Europe. "Our investigation found that many of the companies are involved with a web of powerful multiple data
broker partners who, unknown to the EU public, pool their data on individuals so they can be profiled and targeted online," explained Jeff Chester, CDD’s executive director, in the
complaint.
