The Office of Personnel Management has been in a huge mess ever since it was hacked, exposing the records of millions of federal employees. The OPM sent out an email offering
credit monitoring and identity protection to employees whose records may have been stolen and many people didn't open it because they feared it was spam. That is a good thing, since now spammers have
turned an identical letter into a phishing scam.
