Most Internet e-commerce sites don't charge consumers taxes, but that doesn't mean consumers need not pay local tariffs--a fact New York City reminded 3,700 people about last week by sending letters
telling cigarette buyers they owed money. The missives warned consumers that they had 30 days to pay a $3-a-pack tax on any online cigarette purchases made in the last 30 months.
