The "loot" boxes and special packs that gamers can win or buy are not currently regulated because they are not considered as gambling, the Gambling Commission has told a group of MPs. This is because
they cannot be swapped for money. However, as the
BBC points out, the packs are usually bought or won without a player knowing what is inside.
