The U.S. Senate Friday confirmed telecommunications industry lawyer Robert McDowell to fill the third Republican seat on the Federal Communications Commission, giving GOP appointees dominance on the
commission. McDowell has been a lawyer for Comptel, a trade group representing independent telephone and Internet companies.
