Dish Network, part of EchoStar Communications, has been referred to the FTC by the National Advertising Division of the Council of Better Business Bureaus after it refused to address a complaint filed
by Time Warner Cable. Time Warner challenged Dish ads that made certain price claims and "free" service offers in its direct mail, according to the NAD. Among those claims were: "FREE
HBO+Showtime+Cinemax," "FREE High Definition Receiver," "FREE Digital Video Recorder." The NAD ruled last month that subscribers who wanted the free services ended up paying various fees for
equipment, and that customers were likely to be misled.
