    Bank of America awarded its $230 million media planning and buying account to Starcom, following a review that began in December. The account will be staffed out of the agency's Chicago office, with some help from Boston. Starcom will work with BBDO, Hill Holliday, and other agency partners working on the bank's business.

    TargetCast tcm was tapped to handle all media strategy, planning and buying for Jagermeister, Tommy Bahama Rum and Jacques Cardin Cognac, three Sidney Frank Importing Co. brands. Billings were not released.

    Critical Mass was named interactive agency of record for Pearle Vision, a Luxottica Group retail brand. The agency will provide strategic, creative and development services.
