Tacoda Systems, a behavioral targeting and audience management company, has opened a San Francisco office to be headed by BILL MATTHEWS. Matthews will serve in the newly created position of vice president, Western region publisher sales. Before joining Tacoda, Matthews was president of I/PRO, a Web site traffic validation and auditor.
