The Vendare Group has named DAVID BURCHAM executive vice president of operations. The company also named MICHAEL V. DOWNS, who formerly served with Booz Allen and Accenture, as senior vice president, corporate development and strategic planning. Burcham served as president and CEO of Toytime.com Inc., before becoming president of ACT•1, a staffing and human resources firm.
