Franklin Delano Roosevelt won the presidency an unprecedented four times, but The History Channel's "FDR" was still no match for USA Network's "Kojak." The first installment of cable network's two-part special on the nation's 32nd president on Sunday garnered 3 million total votes - er, viewers, that is - and scored a 2.6 household rating, making it the network's most-watched and highest-rated program of the year. Nevertheless, it was still No. 2 among ad-supported cable nets right behind "Kojak, starring Ving Rhames as the lollipop sucking crime-buster. -- D.K.
