The FCC may send a report to Congress that asks it to give the agency the same power to regulate violence as it does indecency. FCC Chair Kevin Martin needs three votes to win approval; Dem commissioner Michael Copps is lined up. The FCC wants violent material, like "indecent" material, restricted from 6 a.m. to 10 p.m. The report adds that Congress could also let the agency regulate cable.
