Broadband telephone service provider Tuesday named PHD to handle media, and sister Omnicom shop TBWA\Chiat\Day New York to handle its general advertising account, following a review. Other finalists in the pitch included Publicis' Saatchi & Saatchi and WPP's Enfatico units. Annual media billings are estimated to be more than $100 million for the account.
