CIMM Taps Former Time Warner Research Diva Jane Clarke

The Coalition for Innovative Media Measurement (CIMM) this morning named Jane Clarke its managing director. Clarke, who most recently was vice president-insights and innovation at Time Warner Global Media Group, will oversee all day-to-day operations for CIMM -- including management of the RFI process, vendor relationships and the resulting research studies. She will report directly to the CIMM Executive Board.

CIMM was created by big agencies, advertisers and TV-centric media companies to spur research and development on better forms of media measurement. It has issued various RFPs to date: One focused on how to utilize digital set-top data for TV audience measurement, and another on so-called "cross-channel" or "three-screen" audience measurement of video programming appearing on TV, online and mobile devices.

The industry remains divided on what CIMM's real end goal is, and whether it is simply a stalking horse to motivate Nielsen Co. to develop necessary improvements in its measurement methods and systems, or whether the plan ultimately is to foster new competition in the marketplace.

"Monopolies like Nielsen have no incentive to innovate. There's no reason for them to do that," noted Steve Sternberg, the former research chief at Interpublic's Magna unit, who was also a candidate for the CIMM job. "Over the years, only when something has emerged to spur them to do something have they moved quickly to innovate. And I think CIMM will do that."

Other candidates are believed to have included former NielsenConnect CEO Jon Mandel and former Clear Channel Outdoor global research chief Tony Jarvis.

As managing director, Clarke will be responsible for developing CIMM's strategy and vision as it promotes innovation in traditional and new media measurement. Clarke will coordinate communications among and supply monthly updates to CIMM member companies, while facilitating new membership for interested television content providers, media agencies and advertisers.
