Blue Cross Blue Shield of North Carolina is breaking a campaign themed "Let's Talk Cost."

The campaign, from Raleigh, N.C.-based Capstrat, is a call for people to stop looking for scapegoats to blame for the rising cost of health insurance in America.

It includes four TV and web spots. Each features a different player in the healthcare system being singled out in conversation as the sole reason for our nation's health insurance woes. Serious at first, each spot turns comedic when it cuts to reveal who's been listening to the unflattering discussion all along -- an actual goat.--Tanya Irwin

    Now wouldn't it be special if there was a 5 second screen after each ad splaying their profits and top incomes? Baaaaaaaaa
