The 2-year-old federal Can-Spam law has helped stem the tide of unwanted e-mail, the Federal Trade Commission stated in a report to Congress. The report, "Effectiveness and Enforcement of the CAN-SPAM Act," concludes that marketer compliance with the law has been high, and that the enforcement provisions have been efficient. But the report also sounds an alarm, stating that while spam has declined overall, it's "increasingly becoming a vehicle for identity theft (through phishing) and for the delivery of viruses and other forms of malware, such as spyware."
