The VIA Group was named creative agency of record on Welch's $15 million account. Jones Lundin Beals of Chicago managed the review. JWT was the incumbent. Work will include research, strategy, online and TV advertising, design and brand building. The account will be managed out of VIA's Portland office.

Bibby Financial Services tapped Euro RSCG Chicago to handle its marketing efforts in the United States. The agency will develop a B2B campaign that includes collateral, print, outdoor, interactive, direct and TV elements. Work will break in the third quarter.

Ogilvy Worldwide expanded its relationship with Motorola and was been named lead global creative agency of record for the company's Mobile Devices business. Ogilvy currently manages the Motorola Mobile Devices account in Asia Pacific, India and Latin America. The new arrangements add responsibility for the account in Europe, Middle East and Africa as well as North America, which were previously handled by a variety of creative partners. Ogilvy was first awarded the global Motorola account in 2000.
