President-elect Barack Obama is expected to name Washington, D.C. lawyer Henry Rivera, a Democrat, to head a transition team focused on the FCC. Rivera served at the FCC from 1981 to 1985 under
Republican chairman Mark Fowler.
Rivera is married to Dr. Bernadette McGuire-Rivera, who is an associate administrator at the National Telecommunications and Information Administration. She is one of the officials running the $1.5 billion digital TV converter box coupon program.
