Richards/Carlberg was named agency of record for RiceTec, a technology-based rice company whose product line includes Kasmati, Risotto, Sushi, Chef's Originals and Royal Blends as well as pasta products marketed as RiceSelect Couscous, Orzo and Shells. The agency will handle creative development, print and online advertising as well as public relations.

Royal Caribbean Cruises named Draftfcb Singapore as its creative and media planning agency for the Asia-Pacific region. The agency will be tasked with creating and planning all media and advertising activities for Royal Caribbean International. The first assignment is the launch of "Rhapsody of the Seas," the company's maiden voyage into Asia.

Weight Watchers has placed its $70 million advertising account in review. Young & Rubicam New York presently handles the account.
