This board will now appoint the 12-person complaints committee, which will adjudicate on complaints against publishers. The board must also take into account the views of publishers, as represented by the Regulatory Funding Company, when it makes its appointments. The board will have the power to launch investigations into newspapers and issue fines of up to £1m.
