The Federal Communications Commission will seek public comment next month on whether the agency should change media-ownership rules that limit acquisitions by television and radio broadcasters,
Commissioner Kathleen Abernathy said. "It's a very open and broad" notice, Abernathy, a Republican, told reporters at a Washington news conference. "I think it will all be controversial."
