Why Is Target Blind To Needs Of Blind?

I agree that from a business perspective, one would think that Target would make every effort to accommodate those with special needs at their e-commerce site. Target, in the past, has developed an image of positive social responsibility, so this is inconsistent with that image.

I suspect that what is at issue is that this is akin to suing a magazine or catalog to produce braille or "talking" versions of their publications. As a libertarian [I ask], what right does the government have to interfere with a business communications tool that does not break the law or harm anyone? Of course, I am speculating here, but why else would this line be drawn in the sand?
