The House passed the spectrum bill by an overwhelming margin, though it failed to pass earlier in the day, reports
B&C. The bill directs the FCC and the National Telecommunications &
Information Administration to decide how and where private stakeholders are using their spectrum. It also mandates the creation of a centralized Web portal/Web site for public access to the data.
