On Friday, California Gov. Arnold Schwarzenegger signed an executive order tasking the State Chief Information Officer with the development of a statewide policy regarding the use of peer-to-peer
file-sharing programs on state computers. The policy will apply to all state agencies, departments, boards, commissions, and offices of the executive. This is the first instance in which a state
executive has issued an executive order applying to illicit peer-to-peer use and state computers.
