In a move that is expected to make e-mail and the print-on-demand industry more popular than ever, the Postal Rate Commission has approved several increases affecting a variety of classes of mail. The
commission raised media-mail rates 12.7 percent and library-mail rates 12.6 percent. It cut nonprofit rates by 3 percent for day-to-day mail, but increased saturation mailing by 12.3 percent. "Media
mail" is generally used for sending CDs and sometimes for books. It had been expected to rise 5.4 percent.
