The number of homes in the United States equipped with high definition TV (HDTV) will rise from 8.7 million to 37 million by 2008 according to Strategy Analytics' "The Transition to Digital
Television: FCC Mandates and Market Evolution." By the end of 2004 alone, more than 14 million homes are expected to be HDTV friendly. But, these numbers are not high enough. The report recommended
that legislators and the FCC consider further regulatory measures in order to reach penetration levels concordant with the government's goal of full transition to the medium by 2008.
