More Episodes, More Programming Costs?

But if, say, ABC only orders 13 episodes of "Lost," and given the dramatic drop-off in audience for repeats (let alone third airings), what would ABC do the other 39 weeks of the year?

Is the idea to order fewer episodes but more programs, and have, say, two seasons a year? (e.g., Showtime runs different first-run series at different times in the year.) I see the benefits for viewers and for advertisers, but I suspect it would imply significant increases in programming costs.
