The FCC fined 40 ABC affiliates $27,500 apiece for airing a woman's naked behind in a "NYPD Blue" episode in 2003. The stations have until February 21 to pay their fine. The agency was running out of
time, hitting a a five-year statute of limitations on taking action against the stations if they failed to pay the fine.
