A federal judged has ruled that federal officials are not allowed to use a private email account to avoid public records laws. The U.S. Court of Appeals for the D.C. Circuit overturned a
decision by a lower court which had dismissed claims of conservative think tank Competitive Enterprise Institute (CEI), which had tried to access correspondence from a top White House official through
the Freedom of Information Act.
