Government Unlikely To Repeal Section 40

The former Culture Secretary, John Whittingdale, has warned the Government is unlikely to be able to deliver its manifesto promise to reveal the controversial Section 40 of the Crime and Courts Act, which forces publishers to join the officially recognised regulator by threatening that those who do not will pay both sides' fees in a libel case, regardless of the outcome.
