Out-of-home agency Talon has named Qingxin Zhao as its first head of
effectiveness.
According to the agency, the role is designed to build a unified measurement framework across the U.S. and U.K., formalize how OOH proves
business impact, and bring holding-company-level measurement infrastructure into an independent specialist.

Zhao was most recently head of revenue analytics
at accessiBe. Earlier she held analytics roles at Mediabrands and Media Storm.
