Google Research Paper Suggests Sharing ISP Network Data

Google recently submitted a paper to a workshop organized by the Internet Architecture Board advocating a model where Internet service providers selectively share network state and data from a variety of network resources. The paper, on the surface, details information such as the speed in which data travels during specific times of day, and how companies should tackle data congestion and using application programming interfaces for a variety of tasks.
