Empower Merges With Ocean To Form $1.5 Billion Indie Media Powerhouse

Empower Media has merged with Ocean Media, located in Huntington Beach, CA to form an independent agency group with $1.5 billion in media billings called Empower Ocean Media Group. Terms were not disclosed.

The companies say their merger forms the second-largest independent media agency group in the U.S. by billings. Horizon Media in New York is number one.

While Empower Media and Ocean Media will maintain their distinct operations, they will share centralized resources and “leverage their combined scale for maximum client impact,” the firm stated in its announcement.

Empower Media continues under the leadership of CEO Ashlee Clarke, and Ocean Media will continue to be led by long-term CEO, Jay Langan.

Chris Clarke will serve as executive chairman of Empower Ocean Media Group, with Ashlee Clarke named co-chairwoman of the group.

The partnership will centralize technology, media negotiations, and procurement activities.

Ashlee Clarke stated: “This marks an extraordinary new chapter. By combining our talent, technology, and scale, we’re creating a smarter, more agile partner that delivers fearless growth for our clients. Our combined capabilities offer a compelling, full-funnel alternative to the struggling holding company model, appealing to brands frustrated by outdated options.”

Langan added: “This alliance is about synergy and client success. By doubling down on advanced data insights, proprietary platforms, and performance-driven media strategies, we’re redefining what an independent agency can achieve while staying true to our roots.”
