    The title is totally misleading. There is nothing in the article that proves that PR is valuable for start ups. I know it is valuable and it will be the first expense we have on our startup (www.ceo-bi-analytics.com) but the article is more about why it is convenient for startups to outsource their PR. Even then it is pretty shallow as an article. But the premise of the headline is 100% wrong.
