    Michael, the LHS scale puzzles me.

    The data is labelled "% of agency domains with interest spikes".   Yet the peak is just below 0.25%.   This implies that an "interst spike" is when an agency domain starts to nudge a quarter-of-one-percent.   Yes, that is less than 1-in-400.

    Could it be that the scale is the proportion (i.e. 0.25) and not the percentage (i.e. .0025)?
