WPP Tops '25 Billings, No. 2 Publicis Biggest Gainer

While losing market share last year, WPP Media remained the number one ranked holding group in billings which were stable at $63.9 billion, according to agency research firm COMvergence’s full-year 2025 Global Billings and Market Share Report. 

WPP’s market share fell from 14.2% in 2024 to 13% last year. 

Publicis Media was second-ranked in billings with $62.4 billion, with the biggest year-to-year increase (12.8%). The group also had a 13% share of industrywide billings according to the report.

Omnicom Media Group was third in billings with $48.5 billion and a 10% share of the overall market. Those figures don’t include IPG’s Mediabrands which became part of Omnicom in December of last year.  Had the companies been together for the full year, Omnicom would have been top ranked with $75.6 billion and a 15.8 share of the market, according to the report. 

At the agency level, Omnicom’s OMD retains the top position with total billings of $26.9 billion, up 1.7%, followed by EssenceMediacom with $23.3 billion, down 3.9% and Mindshare in third with $20.5 billion.  

Publicis Media’s Zenith and Starcom round out the Top 5, posting the highest growth rates among the top 15 media agency networks, at +11.4% and +9.5% respectively. 

The global billings managed by the Big 6 holdcos and major independent media agencies reached $265 billion in 2025, up 1.7% versus 2024.  The billings tracked in the report represent 55% of total global media expenditures which COMvergence estimates at $478 billion, up 4.6%.  

The report covers 107 independent media agencies, which collectively account for $32 billion in 2025 billings—approximately 12% of the total billings managed by all agencies globally.  

Horizon Media is the largest independent agency worldwide, with $7.4 billion in 2025 billings, representing 23% of all independent agency billings. Agency group Local Planet had total billings of 2025 of $14 billion. And Mediaplus  generated a total billings of $3.2B. 

COMvergence estimates that digital media accounted for 57% of global media billings in 2025, totaling $151 billion across the Big 6 groups and major independent agencies—a +9% increase compared to 2024.

    WPP still leads on billings, but Publicis is the story of the year. And if Omnicom had IPG for the full year, we’d be having a completely different conversation about who’s actually #1. Rankings are snapshots; share trajectory is the better read.
