JOHN MOAKLEY has been appointed vice president, technology program management for Gemstar-TV Guide International. In addition, TODD DIETZ has been promoted to vice president, information technology & fulfillment in the TV Guide publishing group.

AARON HOROWITZ has joined Euro RSCG Chicago as SVP, director of business development. Horowitz will oversee the direction, strategy and growth of its new business efforts. Most recently he served as vice president, business development at Avenue A/Razorfish.

The Advertising Council has named JUDY HU, global executive director, advertising and branding, General Electric company, as chair of The Advertising Council. As chair, she succeeds JOHN DOONER, chairman and chief executive officer of McCann Worldgroup, and will serve in the position for one year.

Blendermagazine has named HUGH JAMIESON as advertising director and ROB MILLER as account manager.
