    FCB Health Network is hiring Sebastian Mallarino to serve as group creative director of the network’s Neon offering. He was due to join the company physically in the U.S. in April but COVID-19 derailed his relocation. Now, he is working remotely until the Colombia consulates reopen and he can make his way to the U.S. where he’ll based in New York.     Creative veteran Al Mackie has landed the top job of Chief Creative Officer of the newly merged Rapp UK and Proximity London.
