    America Online has promoted DAVID RHEINS from senior vice president of marketing services to senior vice president, marketing and strategy at AOL's interactive marketing division. In the newly created position, Rheins will oversee a 24-person team responsible for developing business strategies, revenue models and products for marketers in key sectors, including personal finance, auto, packaged goods, and health. Prior to joining AOL, Rheins has held senior sales and marketing positions at Time Warner Cable, iVillage, Corbis, Rolling Stone, Cosmopolitan and Spin.
