FRED DOSCHER has been named research manager at Forbes.com, responsible for managing and implementing all research efforts in support of advertising sales. He joins Forbes.com from AJ Interactive. In addition, MARCIA GREENBLATT was appointed to the newly created position of events coordinator, responsible for Forbes.com’s portfolio of conferences and seminars. She joins Forbes.com from The Institute for International Research in New York, where she was associate meeting planner.

STACY HIGBEE, SHIRLEY HWANG, and LISA PARK have joined TargetCast tcm as vice presidents/account directors. Higbee, who previously worked on “OTC” products at Saatchi & Saatchi, will work on the agency’s Wyeth Consumer Healthcare brands, including Advil, Robitussin, Alavert, and Dimetapp. Hwang was most recently vice president and group media director at Halogen Response Media, directing such clients as Procter & Gamble, Capital One, and Walt Disney World. SMITHSONIAN magazine has promoted ANDREW GRANT to senior promotion manager from promotion manager. Grant’s new responsibilities include developing and implementing long term marketing initiatives and management of the RFP process. He joined the company as the promotion manager in November 2002.

DOWNS, who formerly served with Booz Allen and Accenture, as senior vice president, corporate development and strategic planning. Burcham served as president and CEO of Toytime.com Inc., before becoming president of ACT•1, a staffing and human resources firm.

RICK HOLZMAN has been named vice president, program planning and scheduling for Discovery Channel and PETER LOVERING has been named vice president, production and development, Discovery Channel for Discovery Networks, U.S. in London. In his new role, Holzman will oversee scheduling and acquisitions for the network and plan long-term programming strategies. Holzman joins Discovery from Universal Television Group where he most recently served as senior vice president of the strategic research division. Lovering joins Discovery from the BBC, where he most recently served as head of development for the BBC Docs and Contemporary Factual division.
