LUISA BELTER joined Telmar Group as general manager, western European division, a new position. Belter most recently served as managing director of MindShare South Africa.

The Africa Channel promoted SHIRLEY NEAL to the newly created position of executive vice president, programming and production. Neal has served as been vice president, production and development since 2005.

Crisp Wireless named DEBRA BLUMAN as vice president of product marketing. Previously, Bluman was the vice president, marketing and ad sales for Zingy, where she led the company’s direct-to-consumer marketing initiatives.
