The Republican nominee suggested that he would like to protect net neutrality, but acknowledged that the FTC may lack the ability to prosecute broadband carriers.
Google, Amazon and other tech companies are asking lawmakers to restore the Obama-era net neutrality rules.
"Nothing in recent history suggests that ISPs stand ready to respect user privacy where they are not legally required to do so," the EFF writes.
